Every company, government, and critical system is a target. The defender shortage is structural and global — 3.5 million unfilled cybersecurity positions worldwide by 2025. The USA and UK are the two dominant commercial markets. Australia is one of the few non-US/UK countries where cybersecurity careers are genuinely deep, driven by ASD and defence spending.
Cybersecurity splits into four distinct career tracks:
Palo Alto Networks, CrowdStrike, Fortinet, SentinelOne build the security platforms;
GCHQ, ASD, NSA/DoD contractors (Booz Allen, Leidos, SAIC) require citizenship/clearance in most countries;
NCC Group, CrowdStrike Services, Mandiant/Google Security do incident response and pentesting;
every bank, insurer, and critical infrastructure operator runs internal security teams. The most important fact about this sector: the world's most technically elite cybersecurity companies were built by Israeli alumni of Unit 8200 (Check Point, CyberArk, SentinelOne, Wiz, Orca Security, Claroty). Israel is not in the 22 study-abroad countries — but these companies have global offices and actively recruit internationally. Germany is the dominant destination for OT/ICS (operational technology/industrial control system) security — the Claroty, Dragos, and Nozomi Networks deployments that protect KRITIS (critical infrastructure) are concentrated in Germany's manufacturing and energy base.
